Head-Quarters Post of Cairo.
Cairo, Ill., August 19" 1864.
His Excellency Richard Yates
Governor of Illinois
The Citizens of Cairo are about organizing a Regiment for the purpose of aiding in the defense of the City should it be invaded There is no place in the State, so much exposed as Cairo. the property holders and best citizens of the place are fully aware of the position they occupy and are determined to do their duty. It is the opinion of most of those who I have conversed with that a Regiment can be organized here in a few days. If arms can be procured, I respectfully request that you furnish Arms for all the Companies, organized at this place. I have no doubt but what a Battalion can be raised at any rate.
Gentlemen of undoubted character will become responsible for the Arms.
There is but one Regt of One Hundred days men here which is not sufficient for the
protection of the place.
This will be handed to you by D.W. Munn Esq who will explain the matter fully to you.
Mr. Munn is one of the most popular and influentual Citizens of this place fully identified with its interest.
