Governor, State of Illinois.

Governor,

Your letter of the 10th inst encloseing circular no 58 issued from the War Department 27th of July, is recieved and contents duly noted. It is impossible to reorganize my Regiment under the plan proposed. Prior to the receipt of the circular an effort at reorganization had been made, and I think Five Hundred could have been induced to reenlist on the promose of a furlough of (Thirty Days)

The same number might, I think, still be recruited on the same conditions. I am, Governor,
