Background material for legislative issues and bills and campaign literature.  The collection covers Sattherthwaite’s tenure in office and her political campaigns.  Some topics are Equal Rights Amendment, School Library Media Services, different tax laws, State University Retirement System Pension Code-numerous changes, Paternity Act, tax on “Canned” Computer Software, IL Domestic Violence Act, different bills dealing with the handicapped, IL Used Car Buyers Protection Act, female participation in school athletic programs, IL Mathematics and Science Academy.  Also included are 4 bound volumes with the history of her years in the legislature including pictures.

Biographical Sketch

 

Helen Sattherthwaite was born on July 8, 1928 in western Pennsylvania.  She attended rural schools in the suburban Pittsburgh area. She received a degree in chemistry from Duquesne University before moving to Illinois in 1961. She was employed from 1971-1974 as a Natural Science Laboratory Technician at the University of Illinois, College of Veterinary Medicine.  She had  previously been employed by University of  Pittsburgh, Gulf Research and Development, E.I. duPont deNemours, University of Illinois School of Life Science and College of Agriculture, Iowa State University College of Agriculture, and U.S. Department of Agriculture.  She married Cameron B. Sattherthwaite in 1950 and they are parents of five children, Mark, Tod, Tracy, Keith and Craig and six grandchildren.  She is a member of the Religious Society of Friends (Quakers). 

 

Helen Sattherthwaite (D-Champaign/Urbana) was a member of the Illinois General Assembly from 1975-1992. She represented the 52nd legislative district from 1975 to 1981 when the district then became the 103rd legislative district. She represented that district from 1982 to 1992 when it then became the 104th district.  The district covers primarily the cities of Champaign and Urbana.

                             She had appointments to the Citizens Council on School Problems, the Education Commission of the States, and the National Conference of State Legislatures.  Sattherthwaite also served on the Technical Task Force on Community Mental Health Services, the Task Force on the School Aid Formula, and the Joint Committee on College Tuition and Rules. She is an honorary member of the Delta Kappa Gamma Society, the Urbana Rotary Club and the Pioneer Memorial Foundation of Illinois, Inc. She is listed in Who’s Who in Government, Who’s Who in American Politics and Who’s Who of American Women, and is a member of the National Order of Women Legislators. She also serves theUniversity ofIllinois on both the Dean’s Advisory Council in the School ofSocial Work and on the Nutritional Sciences Advisory Committee.

                                                            Biographical Sketch

 

Sattherthwaite has earned numerous awards and commendations.  She has been named Best Legislator by the Independent Voters of Illinois each term of her tenure. She has also consistently won the Environmental Legislator Award from the IL Environmental Council.  Other recent commendations include the Statewide Housing Action Coalition (1992); “Friend of Education” award from the IL. State Board of Education (1992); Certificate of Appreciation Award; Outstanding Legislator Award (1991, 1990, 1989); from the IL. Association of School Boards; IL. AFL-CIO (1990) Friend of Labor Award; 100% Award (1989) from the IL. State Council of Senior Citizens’ Organizations; Dare to Be Great Award (1989) from IL. Women Administrators; Legislator of the Year (1989) from the IL. Association of School Social Workers and the Outstanding Leadership Award (1988) from the Association o£ Community Mental Health Authorities.

                                                            Scope and Content                                                  

 

The Helen F. Sattherthwaite Papers, 1971-1995, consist of 9.5 cubic feet of reports, legislative bills, news articles and clippings, newsletters, campaign literature, awards and certificates.  It also contains 4 bound volumes with photos, news articles, and campaign literature concerning Satterthwaite’s 18 year career as Illinois State Representative from the 52nd District, which became the 103rd District and then became the 104th District.  This collection is arranged in three series:  Series I:  Legislative Bills (1975-1993); Series II:  Publicity File-Newspaper Clippings and Articles, Campaign Material and Awards/Certificates; and Series III:  4 Bound Volumes-Campaign Material, Pictures, and News Articles.

 

Series I:  Legislative Bills (Boxes 1-6) Contains house bills, senate bills, house and senate resolutions, newspaper clippings and articles about the bills. The Bills are arranged by each General Assembly session and then by bill numbers, smallest to largest.  House bills come first, and then house resolutions and finally senate bills and resolutions.  Some of the Bills include Equal Rights Amendment, different tax laws, numerous bills for the handicapped, school library media services, paternity act, female participation in school athletic programs, IL Mathematics and Science Academy, IL Domestic Violence Act, and numerous State Universities Retirement System Pension Code changes.  Some of the resolutions pertain to people retiring, celebrating their 50th anniversary or a special birthday and/or accomplishing a great feat in their life.

 

Series II:  Publicity File (Boxes 6-7) Contains newspapers clippings and articles about Sattherthwaite’s different campaigns and articles on the different laws she sponsored. It is arranged chronologically.  It also contains campaign material in the form of advertisements, pamphlets, brochures, etc. Also in this collection are the different awards/certificates that Sattherthwaite earned during her time as a legislator.

 

Series III:  Bound Volumes (4 Bound Volumes) Contains articles, news clippings, photos, campaign material from the beginning of Sattherthwaite’s political career in 1971 and continues until 1992 when she was defeated by Tim Johnson in the 1992 election.
