                                                        Biographical Sketch

 

Harber H. Hall, Republican State Senator (1973-1979) for the Forty-Fourth District, was born inChicagoon September 24, 1920. He attended public school in Chicago, Bloomington, Moline, and Rock Island, Illinois, before enrolling at the University of Miami in Florida. Hall majored in business administration before enlisting in the U.S. Air Corps as an aviation cadet in 1942. During his seventeen-year career in the Air Force, he served as a World War II radar bombardier in the Pacific theater and as a pilot in the Berlin Air Lift. Later, he became a machine accounting and data processing officer.

 

After leaving the Air Force in 1956, Hall returned to Bloomington. Before 1962, he owned and operated a Bloomington real estate brokerage firm. He was also the developer of the Crestwicke Country Club and residential subdivision in Bloomington and served as a manager for several hundred acres of farm land.

 

Hall served as McLean County Treasurer from 1962 to 1966. From 1965 to 1966 he was President of the Illinois County Treasurers’ Association. In 1966, Hall was elected to the General Assembly as the Representative from the Forty-Seventh District. He served in this position until he was elected to the Forty-Fourth District Senate seat in 1972. In 1972, Hall was chosen as the Twenty-First Illinois Congressional District’s delegate to the Republican National Convention.

As the Senator representing McLean,Logan, Menard, DeWitt, Piatt, and the Eastern half ofWoodfordCounty, Hall served as chairman of the Labor and Commerce Subcommittee on Collective Bargaining for Public Employees and as vice-chairman of the Revenue Committee. He was a member of the Labor and Commerce Committee and the Joint Revenue Study Committee. Hall was appointed to the Labor Laws Commission, Urban Education Commission, Illinois Recreation Council, and Pensions, Personnel and Veterans’ Affairs Committee. He served on the board of the Model School for Deaf and Hard of Hearing and was a member of the State Property Insurance Study Commission, Legislative Advisory Committee to the Illinois Aeronautics Board, and Illinois Special Events Commission. While in the Senate, Hall opposed ratification of the Equal Rights Amendment to the U.S. Constitution.

 

In 1979, Hall retired from the Illinois Senate. He and his wife, the former Jeanette Buttiel, and daughter Heather returned to Bloomington, where he served as the Republican Party chairman forMcLeanCounty. Hall belonged to the Elks, Masons, Consistory, Shrine, Farm Bureau, Young Men’s Club, American Legion, Reserve Officers Association, Historical Society, Parklands Foundation, Mennonite Hospital Advisory Board, Presbyterian Church, and Chamber of Commerce of Bloomington.

                                                             Scope and Content

 

The Harber H. Hall Papers, 1972-1978, consist of 12 cubic feet of correspondence, legislative bills, speeches, invitations, reports, drafts of proposed legislation, newspaper clippings, news releases, hearing testimony, committee and commission minutes, petitions, schedules, mailing lists, and printed material. Hall’s career as a State Senator is documented in the collection.

 

The collection is divided into eight files: Correspondence File, 1972-1978; Subject File, 1972-1974; Bill File, 1973; Subject File, 1975-1976; Bill File, 1975-1976; Subject File, 1977-1978; Bill File, 1977-1978; and Speech File, 1972-1978.

 

The Correspondence File, 1972-1978 (Boxes 1-3) is arranged alphabetically by correspondent or topic and contains constituent correspondence, thank-you notes, lists, form letters, and general legislative business letters. Topics covered in the correspondence including banking (particularly branch banking), campaign contributions, county government, employment, the Equal Rights Amendment (ERA), Illinois State University, Logan County, the Republican State Convention of 1978, Senate Office expenses, and unemployment compensation. Correspondence includes U.S. Senator Charles Percy. Copies of ERA Opponent Phyllis Schlafly’s newsletters and Hall’s news releases are also contained in the file.

 

The Subject File, 1972-1974(Boxes 4-5), is arranged alphabetically by topic and contains constituent correspondence, congratulatory letters, printed material, and newspaper clippings. Major topics include the American Federation of State, County, and Municipal Employees (AFSCME), ERA, the Illinois State University hearing on collective bargaining for public employees (August 1973), Oakley Dam Project, Property Insurance Study Commission, and Property Tax Joint Subcommittee. This file also contains Hall’s news releases and copies of the Phyllis Schlafly Report.

 

The Bill File, 1973 (Boxes 5-6), is arranged by bill number and contains drafts of legislation proposed by Hall, roll call sheets, some constituent correspondence, and other items relating to pending legislation.

 

The Subject File, 1975-1976 (Boxes 6-8), is arranged alphabetically by subject and contains correspondence, printed material, and newspaper clippings. Among topics documented are the accelerated building program, Aeronautics Legislative Advisory Committee, Committee to Study Property Tax,McLeanCounty, Industry and Labor Committee (consideration of workmen’s compensation), applications for license plates, and workmen’s compensation.

                                                           

The Bill File, 1975-1976 (Box 8), is arranged by bill number and contains bill drafts and other information about legislation proposed or sponsored by Hall in the 79th General Assembly.

 

The Subject File, 1977-1978 (Boxes 8-10), is arranged alphabetically by topic and contains constituent correspondence, congratulatory letters, copies of legislative bills, and printed material.
