Ivan Arvel Elliott, Democrat, Illinois Attorney General from 1949-1953, was born in White County, Illinois on November 18, 1889. He attended high school at the Illinois Wesleyan Academy, received his bachelor’s degree from the Universityof Illinois, and his LL.B. from Illinois Wesleyan Universityin 1916. He served in World War I. Following the war, he returned to Carmi and practiced law in the firm of Conger and Elliott. He served as City Attorney for Carmi; as State’s Attorney for White Countyfrom 1837 to 1942; and as an Assistant Attorney General from 1933 to 1941. In 1942, Elliott was nominated in the Democratic primary for the seat of Congressman from the 24th District, but was forced to withdraw from the race to re-enter the armed forces. He spent the years from 1942 to 1944 as Executive Officer at Fort Brady, Michigan and at Fort Monroe, Virginia. Following the war, he returned to Conger and Elliott until 1948, when he was elected Attorney General of Illinois. He served one term, losing toLathamCastle in the 1952 election. Significant events occurring during Elliott’s term include: a campaign to eliminate cigarette tax stamp counterfeiting; a victory in the “Night Club Case” in which the Attorney General won for the state the right to collect sales tax on food and liquor sold by night clubs; and stricter enforcement of the Illinois Inheritance Tax Act. Elliott served as a Presbyterian church elder and was active in Kiwanis and the American Legion, where he served as a state commander. He married the former Malen Stinson of Carmi in 1922, and they had two sons: Ivan A., Jr., who later joined his father’s law firm, and Norman J., an engineer. Ivan A. Elliott, Sr., died on April 13, 1990, at the age of 100.

 

Papers include correspondence, speeches, newspaper clippings, employment applications and letters of recommendation, expense account reports and vouchers. Also included are two record books, a death roll of the Carmi post of the G.A.R. (1901-1924), including lists of soldiers buried in cemeteries near Carmi, and a cash book for the Carmi post of the American Legion, covering the years, 1919-1942; and six oversize volumes of newspaper clippings covering his term as Attorney General.
