Camp Defiance, Cairo.
July 5th 1861.
Governor of the State of Ills:
I desire to call your Excellency's attention to the claims of Henry M. Scarritt and Samuel L. Mason Privates in Company B. of this Regiment. (Colonel Morgan's), who are applicants for commissions of Lieutenants in one of the ten regiments now being proffered the Government by this State--
Mr. Scarritt, who has been my assistant as Adjutant, is an excellent soldier, and well qualified to perform the duties of either, Line or Staff, and Mr. Mason, who has been one of the most active and efficient members of his company, would be equally serviceable in a commissioned position--
I would beg respectfully to solicit your Excellency's favorable consideration with reference to their appointment
Your obt. servt.
Adjutant, Col. Morgan's Reg.
1st Brigade Ill. Vol.
J. G. Rowland, Recommending [unknown] Scarritt & Mason.
