Democratic representative in Illinois House of Representatives from the third district (Cook County) from 1965 to 1982.  Originally a teacher, Chapman became Head of the Division of Senior Citizen Advocacy under Attorney General Neil Hartigan in 1983 and coordinator for Community Action in 1987. 

 

Correspondence, pamphlets, legislative bills, reports, news clippings and press releases.  The collection documents Chapman’s tenure in the Illinois General Assembly.  Topics covered include the Equal Rights Amendment, women’s legal issues, Status of Women Commission, International Women’s Year, Conference of Women Legislators, health and education issues.

                                                                   Biographical Sketch

 

Eugenia Sheldon Chapman, Democratic state representative from the third district in Cook County, Illinois, and (1965-1982) was born in Fairhope, Alabama, on January 10, 1923.  She received a B. E. degree from Chicago Teacher’s College in 1944.  She was employed as a counselor and director of children’s summer camps (1940-1949) and as a teacher in the Cicero and Chicago public schools (1944-1951).  Chapman served as a member and secretary of the Board of Education, Township High School district 214.  She is a former member of the executive committee, Tri-County Division, Illinois Association of School Boards. 

 

 

In 1964 Chapman was elected to the Illinois House of Representatives from the third district.  She was chief sponsor for the Illinois Public Junior College Act and an advocate of legislation to improve educational programs and facilities throughout the state.  She was an Illinois delegate to the Education Commission of the States, serving on the Steering Committee.  Mrs. Chapman sponsored legislation creating the Illinois Health Facilities Act and the Illinois Health Facilities Planning Board.  She was one of the original sponsors of the resolution to ratify the Equal Rights Amendment.  A leader in legislative efforts to provide equal legal rights and opportunities for women, she was a member of the Illinois Commission on the Status of Women from 1967 through January 1981.  She was founder of the Illinois Conference of Women Legislators in 1978 and served as the first Co-convener.  She was a delegate to the National Women’s Conference in Houston in 1977.

                       

In 1972 she was named Illinois Woman of the Year by the National Organization for Women.  In that year and in 1980 she was elected a delegate to the Democratic National Convention.  She has been a member of the Cook County Democratic Central Committee and the Illinois Democratic Central Committee.  She has received numerous honors each year including several “Best Legislator” awards from the Independent Voters of Illinois. 

                       

During her tenure as a representative, Chapman served on a number of committees and commissions, including the following:  Education Committee (1965-1970); Public Aid, Health, Welfare and Safety Committee (1965-1966); Roads and Bridges Committee (1965-1966); Higher Education Assistance Corporation (1965-1966); Higher Education Committee (1967-1974); Status of Women Commission (1967-1978, secretary 1971-1972, legislature action chairperson, 1975-1976); Elementary and Secondary Education Committee (1971-1980, minority spokesman 1971-1972); Human Resource Committee (1973-1980, co-spokesman 1971-1972, chairman 1975-1978); Committee on Employment of Women an Minority Groups (1973-1974, co-chairman); and Appropriations II Committee (1979-1980, chairman). 

           

Chapman was elected Minority Whip for the 82nd General Assembly (1981-1982).  She is the first woman to be appointed to a Democratic leadership post in the Illinois General Assembly.  She was defeated in 1982 when she challenged U.S. Representative John Porter for his seat in Congress.  In 1983 she accepted the post of Head of the Division of Senior Citizen Advocacy for the Attorney General, Neil Hartigan.  In the same year she served as the liaison for the National Women’s Party and the Women’s Vote Project.  She was also chosen as a permanent member of the 1984 Democratic National Platform Committee.  In 1987 Chapman was chosen by Hartigan to be the coordinator for Community Action. 

                       

Chapman and her husband Gerald M.                                                                         Scope and Content

 

           

The Eugenia S. Chapman Papers, 1965-1988, consist of 18 cubic feet of correspondence, reports, pamphlets, press releases, newsletters, legislative bills, minutes, women’s information and clippings.  Most of the material dates from 1972 to 1982.  The collection documents Chapman’s career in the Illinois House of Representatives and her interest in women’s rights, education and health service.

           

The collection is divided into two series:  The Springfield Office Files, 1969-1982 and the Arlington Heights Office Files, 1965-1988. The Springfield Office series has four files:  Subject File, 1969-1982; Conference of Women Legislators File, 1971-1981; Status of Women Commission File, 1972-1979; and the Equal Rights Amendment File, 1970-1982. 

 

The Subject File, 1969-1982 (Boxes 1-2) is arranged alphabetically by subject and contains correspondence, reports, minutes and clippings.  Topics include abortion, the House Committee on Employment of Minorities and Women in State Government, International Women’s Year, and legal rights of women. 

                       

The Conference of Women Legislators File, 1971-1981 (Box 2) is arranged alphabetically by subject and contains reports, newsletters, pamphlets and correspondence.  Topics include midwives, teen pregnancy and WIC. 

           

The Status of Women Commission File, 1972-1979 (Boxes 3-4), contains minutes, reports, legislature bills and pamphlets.  Topics include affirmative action, legislative action to correct sexual bias, and a survey in other states. 

                       

The Equal Amendment File, 1970-1982 (Boxes 4-6), contains correspondence, newsletters, pamphlets, minutes, press releases, and clippings.  Topics include opinions on both sides of the ERA issue, strategies for passing ERA in Illinois, and the efforts of organizations to influence opinion, i.e., publicity. 

           

The second series, the Arlington Heights Office Files, 1965-1988, also contains four files:  Bill File, 1965-1982; Women’s Information File, 1966-1982; Equal Rights Amendment File, 1970-1982; and a Publicity File, 1971-1988

           

The Bill File, 1965-1982 (Boxes 6-13), is arranged chronologically according to General Assembly.  Within each General Assembly the bills are in numerical order.  Unnumbered subject material is in alphabetical order at the end of each General Assembly section.  Topics included are health, education, women’s rights, child abuse, and driver’s education. 

                       

The Women’s Information File, 1966-1982 (Boxes 13-16), is arranged in alphabetical order by subject.  Topics include affirmative action, education, employment, legal rights, and the status of women.

 

The Equal Rights Amendment File, 1970-1982 (Boxes 17-18), is arranged alphabetically by subject.  Major topics are Illinois legislation and roll calls, speech material, and the three-fifths majority rule.
